The Center for Educational Research and Development issued The Plan for Educational Reform in 1994.Following that in 1995, the New Framework for Education was designed and the new curricula at pre-university level were published in Decree No. 10227 dated 8th, May, 1997. To keep pace with this educational development, there was a need for elaborating concepts and methods for teacher training.
Accordingly, the In- Service Continuous Training Program for teachers was designed and launched in the academic year 2003-2004. Its aim is to continue the development of pedagogical and cultural abilities of the teachers and to move from intermittent training, which was limited to teaching methods and academic subject instruction to tackling various new areas in modern pedagogy, technology and culture that align with

The importance of this project is that it provides the opportunity for teachers at service to benefit from the training on a continuous basis and offers the means of self-improvement through the establishment of a training cadre of about 250 trainers in various disciplines based in 33 teacher training centers across the regions in Lebanon. These trainers are also subject to specialized training and preparatory courses to keep abreast with the innovative and developing fields of training and the use of modern technology in education.
